MIB School of Management of Trieste, Italy is pleased to announce a scholarship competition for applicants to the XXIII Edition of the MBA in International Business.

The Scholarships will go toward tuition fees to attend the XXIII edition of the MBA in International Business programme (September 2012 ? September 2013).

The Scholarships will cover up to 50% of the tuition fees. The full tuition fees are equivalent to 25.000,00 EUR (21% VAT included). The amount of the scholarships will be discounted from the overall tuition fees. In case of course abandonment or exclusion for any reason, no amount of the scholarship will be paid or reimbursed.

Candidates must meet the following requirements:

* Academic degree (or equivalent qualification) in any discipline.

* Good working knowledge of English (TOEFL/IELTS/PTE certificate is recommended).

* Minimum 3 years of work experience.

MIB School of Management will award scholarships to the best candidates on the basis of educational qualifications, professional skills and motivation shown during the entrance interview. To be considered for a scholarship, the application form for the programme must be completed on-line at www.mib.edu.

In order to finalize the application, the following documents must be received:

* Degree certificate and transcript

* Two letters of recommendation

* A certificate demonstrating adequate knowledge of English such as TOEFL/IELTS/PTE (alternatively, verification of skills may be made directly by the School)

* A deductive reasoning test score such as GMAT (alternatively, verification may be made directly by the School).

After decades of global dominance, America's space shuttle program ended last summer while countries like Russia, China and India continue to advance their programs. But astrophysicist Neil deGrasse Tyson, author of the new book Space Chronicles: Facing the Ultimate Frontier, says America's space program is at a critical moment. He thinks it's time for America to invest heavily in space exploration and research.

"Space exploration is a force of nature unto itself that no other force in society can rival," Tyson tells NPR's David Greene. "Not only does that get people interested in sciences and all the related fields, [but] it transforms the culture into one that values science and technology, and that's the culture that innovates," Tyson says. "And in the 21st ^{century, innovations in science and technology are the foundations of tomorrow's economy."}

He sees this "force of nature" firsthand when he goes to student classrooms. "I could stand in front of eighth-graders and say, 'Who wants to be an aerospace engineer so you can design an airplane 20 percent more fuel-efficient than the one your parents flew?' " Tyson says. "That doesn't usually work. But if I say, 'Who wants to be an aerospace engineer to design the airplane that will navigate the rarefied atmosphere of Mars?' because that's where we're going next, I'm getting the best students in the class. I'm looking for life on Mars? I'm getting the best biologist. I want to study the rocks on Mars? I'm getting the best geologists."

But spending for space programs isn't where Tyson would like it to be. In just one year, Tyson says, the expenditure of the U.S.'s military budget is equivalent to NASA's entire 50-year running budget.

"I think if you double [the budget], to a penny on the dollar, that's enough to take us in bold visions in a shorter time scale to Mars, visit asteroids, to study the status of all the planets," he says. On Venus, for example, scientists have observed a "runaway greenhouse effect," Tyson says. "I kind of want to know what happened there, because we're twirling knobs here on Earth without knowing the consequences of it."

Today, Mars is bone-dry; it once had running water. "Something bad happened there as well," he says. "Asteroids have us in our sight. The dinosaurs didn't have a space program, so they're not here to talk about this problem. We are, and we have the power to do something about it. I don't want to be the embarrassment of the galaxy, to have had the power to deflect an asteroid, and then not, and end up going extinct. We'd be the laughing stock of the aliens of the cosmos if that were the case."

The possibility of asteroids hitting Earth is actually a reasonably serious problem that does need a solution, Tyson contends. The asteroid Apophis, named for the Egyptian god of death and darkness, has a very slim chance of striking Earth in 2036. Tyson says some researchers have advocated for blowing up the football stadium-sized object.

That could create a bigger problem, though: "If you blow it up and it becomes two pieces, and now one is aimed for each coast of the United States, it's just doubled the emergency status of that call," he says.

Another option is what he calls a "gravitational tractor beam." A space probe would be parked a fixed distance away from the asteroid. Gravity would tend to pull the objects together, but by firing rockets on the probe, the asteroid would actually be "towed" away.

Tyson admits that such a space tow truck would be a tough sell for a president asking for more money for NASA.

He proposes this tack: "What [the president] needs to say is, 'We need to double NASA's budget because not only is it the grandest epic adventure a human being can undertake, not only would the people who led this adventure be the ones we end up building statues to and naming high schools after and becoming the next generation's Mercury 7 as role models, not only will there be spinoff products from these discoveries, but what's more important than all of those, what's more practical than all of those, is that he will transform the economy into one that will lead the world once again rather than trail the world as we are inevitably going to be doing over the next decade.' "

SAO PAULO (AP) -Ronaldinho and Vagner Love scored in the second half to help Flamengo come from behind to defeat Resende 3-1 on Saturday and reach the semifinals of the Guanabara Cup, the first stage of the Rio championship.

Vasco da Gama, Botafogo and Fluminense also advanced to the semifinals.

In the Sao Paulo state tournament, Argentine striker Hernan Barcos scored again for leader Palmeiras, while Corinthians won in the return of former Brazil striker Adriano.

Flamengo went a goal down when Marcelo Regis scored for Resende in the 47th minute in Volta Redonda, but Ronaldinho and former CSKA Moscow striker Vagner Love put Brazil's most popular club back in the game just 10 minutes later by scoring five minutes apart.

Ronaldinho equalized with a header in the 57th and recently signed foward Vagner Love scored the go-ahead goal from close range in the 62nd. Striker Negueba sealed the victory in the 72nd.

The result set a semifinal against Vasco da Gama, which defeated Boavista 1-0 to win its seventh match in a row to start the season.

Also, Argentine striker German Herrera scored in the first half to lead Botafogo to a 3-0 victory at Macae. Botafogo will play the other semifinal against Fluminense, which routed Bangu 3-0 and advanced thanks to Vasco's victory. A draw by the rival would have eliminated Fluminense regardless of its victory.

The Guanabara Cup winner will play for the Rio state title against the Rio Cup champion later in the tournament.

The Brazilian football season does not follow the European calendar and starts in the beginning of the year. Regional championships in the 26 states take place in the first few months, with the Brazilian league running from May until December.

In the Sao Paulo state championship, leader Palmeiras defeated Guaratingueta 3-2 on Friday behind a penalty-kick goal by Barcos, one of the team's top acquisitions for the season. It was his second goal in three matches.

The away victory kept Luiz Felipe Scolari's side unbeaten in the regional championship and atop the 20-team standings.

Corinthians defeated Sao Caetano 1-0 in Sao Caetano do Sul to level with Palmeiras on points, but behind on goal difference. Striker Willian scored the winner in the 63rd.

Most of Corinthians' starters were rested for the Copa Libertadores, but the match marked Adriano's first match with Corinthians this year. Last week the striker was ordered to stay at the team's hotel to lose weight.

On Thursday, striker Willian Jose scored all the goals in Sao Paulo's 3-1 win over Paulista. The Brazil youth player was sent off later in the match.

Most championships had their matches played on Friday and Saturday because of Carnival celebrations.

US housing starts rise modestly to start new year (AP)

WASHINGTON ? Construction of single-family homes cooled off slightly in January after surging in the final month last year. But a rebound in volatile apartment construction kept builders busy and pushed housing starts to their highest level in more than three years.

The Commerce Department said Thursday that builders broke ground on a seasonally adjusted annual rate of 699,000 homes in January. That's up 1.5 percent from December and the highest level since October 2008.

Construction began on 508,000 single-family homes last month. That's a 1 percent drop from December and the first decline in four months.

Still, December single-family homes were revised up strongly to show builders started 513,000 homes ? a 12 percent gain from November.

Apartment building, a more volatile category, jumped 14.4 percent. Building permits, a gauge of future construction, rose 0.7 percent.

Single-family home construction rose in each of the final three months of last year, bringing the pace of those starts to the highest level since April 2010. The modest but steady gains helped boost confidence among builders after the worst year for single-family home construction on record.

Still, the critical gauge of the housing market's health has a long way to go before most declare a full recovery is under way. The current pace is less than half the rate in which those homes went up during the 1990s. And it's only one-quarter of the 1.82 million single-family homes that builders started in January 2006, at the peak of the housing boom.

Most analysts say it could be years before the industry is fully recovered from the damage caused by the housing bust.

Builders are starting to see some signs of progress.

A measure of builder sentiment has risen for five straight months and is now at its highest level in nearly five years. Many builders are seeing more people express interest in buying a home, leading them to believe 2012 could be a turn-around year for the market. Mortgage rates have never been cheaper. And home sales started to rise at the end of last year.

Yet for all their optimism, builders began only 428,600 single-family homes last year. It was the fewest on records dating back a half-century. And home prices are still falling.

Though new homes represent just 20 percent of the overall home market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in taxes, according to the National Association of Home Builders.

Builders are struggling to compete with deeply discounted foreclosures and short sales ? when lenders allow homes to be sold for less than what's owed on the mortgage.

After previous recessions, housing accounted for at least 15 percent of U.S. economic growth. Since the recession officially ended in June 2009, it has contributed just 4 percent.

Another reason sales have fallen is that previously occupied homes have become a better deal than new homes. The median price of a new home is about 30 percent higher than the median price for a re-sale. That's nearly twice the markup typical in a healthy housing market.

Cranston votes not to appeal prayer banner case

CRANSTON, R.I. (AP) ? A Rhode Island public school committee on Thursday voted not to appeal a federal court decision ordering the removal of a prayer banner displayed in a high school.

The Cranston School Committee cast the 5-2 vote at a public hearing to discuss a lawsuit that had been brought on behalf of 16-year-old atheist Jessica Ahlquist, a junior at Cranston High School West.

"I'm thrilled," Ahlquist said after the vote.

The banner, put up in 1963, has been covered since a federal judge last month ruled it was unconstitutional and ordered it removed. The Class of 1963, which was the first to graduate from the school, gave the prayer banner and school creed as gifts.

Appeal opponents cited the legal costs as grounds for giving up the fight and proposed saving the money for education costs.

Lawyers representing Ahlquist have asked the court to order the city to pay $173,000 for legal fees. Attorney Joseph Cavanagh Jr., who represented the city, said a legal fight in the U.S. 1st Circuit Court of Appeals in Boston and the U.S. Supreme Court would cost another $500,000 in legal fees.

"You will be wasting time and incredible resources. Half a million dollars? How dare you," resident Rosemary Tregar said.

The costs swayed two members of the school committee who had voted last year to fight litigation over the banner.

Committee member Paula McFarland said the city is facing rising poverty and money must be spent wisely, drawing jeers from appeal supporters.

"This is what I don't like about this community," she said. "You have divided yourself in half."

Appeal supporter, Christopher Young, who is running for U.S. Congress, said he is talking to students about suing the school.

Student David Sears Jr., 15, asked the board to appeal.

"We have to appeal for the students of Cranston High School West and we have to appeal for our humanity," he said.

The legal battle over the banner incited passionate debate on both sides and made Ahlquist the target of online threats.

The atmosphere in auditorium was raucous at times. People pressing for the legal fight to continue wore signs around their necks that said "Appeal."

Some Ahlquist supporters wore T-shirts that said "Evil little thing," a reference to comments made by state Rep. Peter G. Palumbo, a Cranston Democrat, about the teen on talk radio.

After the court ruling, the junior was briefly shadowed by a police officer at school, and several florists declined to deliver flowers to her from the Freedom From Religion Foundation.

People have flocked to school committee meetings to voice their opinions and protests have been held outside the high school.

Richard Tomlins, 80, an unsuccessful candidate for Cranston mayor in 2010, said he spent about $1,000 on automated calls and an online video that urged residents to push the school committee to appeal. He was gaveled down after going over his time limit for speaking and ended his address after being approached by a police officer.

The dispute began after Ahlquist noticed the prayer banner displayed in the school auditorium at the end of her freshman year. Ahlquist, who has been an atheist since age 10, started a Facebook page to support removing the banner and argued for taking it down before the school committee, according to court filings.

The prayer encourages students to strive academically. It begins with the words "Our Heavenly Father" and ends with "Amen."

Ahlquist argued the banner didn't belong in school and signaled to her that the school didn't respect her views.

The school committee voted in March to fight litigation over the banner. Volunteer attorneys for the American Civil Liberties Union filed suit on Ahlquist's behalf in April.
